  2001 CLASS C NATIONAL
  CHAMPIONSHIP REGATTA
  JUNE 13-16, 2001




1.0    RULES:
The regatta will be governed by rules as defined in The Racing Rules of Sailing. The Organizing Authority is the Lake Geneva Yacht Club in conjunction with the National C Scow Sailing Association.

2.0    ALTERATIONS OF THE RULES:

2.1 RRS 40 will be changed to allow Flag Y to be displayed at any mark and to allow Flag Y to be struck at any time during a race.
2.2 RRS 27.1 and Race Signals will be changed to allow a short course (< 7 miles) without displaying Flag S.
2.3 RRS 26 and Race Signals will be changed to allow a Ready signal (flag R) to be displayed at 10 minutes before the starting signal and lowered at 6 minutes before the starting signal.
2.4 RRS 30.1 (round-the-ends rule) will be in effect for all starts except when under rule 30.3 (Black Flag). Flag I will not be displayed.
2.5 RRS 29.2 will be changed to require the race committee to broadcast an OCS's Sail Number (Individual Recall) on VHF radio (competitor channel).
2.6 RRS 30.3 will be changed to allow a boat identified BFD under the Black Flag Rule and the race is subsequently abandoned to race in the restarted or resailed race without penalty.
2.7 RRS 35 will be changed to provide that boats not finishing within the period equal to 30% of the race's time limit of the first boat to finish will be scored "Did Not Finish".
2.8 RRS 61.3 will be changed to make the Protest Time Limit to be 1 hour after the posted RC Signal Boat dock time.
2.9 RRS 44 will be changed to allow a boat to accept a 50% Scoring Penalty after finishing but before a protest hearing.
2.10 RRS 30.1 will be changed to allow a boat to round the mid-line RC boat to return to the pre-start side of the starting line if OCS.
3.0    ENTRIES:
The regatta is open to Class C Scows. Helms-persons shall be Regular Members of the NCSSA. Eligible yachts may be entered by completing registration with the Association.

4.0    ENTRY FEE:
The entry fee is $85.00 ($80.00 for U.S. Sailing members). For skippers under the age of 25 years, the entry fee is $45.00 ($40.00 for U.S. Sailing members).
No late fee will be charged.

5.0    ADVERTISING:
The regatta is designated as a Category A event in accordance with ISAF Regulation 20.

Back-to-Back-to-Back races may be sailed, however, when attempted, the interval between races will be extended to allow a brief shore break. There will be no scheduled lunch break.

7.0    DISCLAIMER:
The Organizing Authority shall require each competitor to sign a waiver for loss, damage or injury to persons or property occurring in conjunction with the regatta or on the property of the Lake Geneva Yacht Club. The Organizing Authority, their members, employees, officers and/or agents shall no be responsible for any loss, damage or injury that may occur to person or property whether ashore or at sea as a consequence of the participation of any boat.

8.0    MEASUREMENT:
No formal measurement will take place, however, all boats are required to meet the measurement requirements of the C Class Scow of the ILYA and NCSSA. The Protest Committee may order that a boat be rechecked during the regatta.

9.0    SAIL AND DECK NUMBERS AND CLASS INSIGNIA:
Each boat shall show the sail and deck numbers as indicated on the Entry Form and approved by the Measurer. Each boat shall have Class C Scow insignia properly attached to its sails.

10.0    SAILING INSTRUCTIONS:
The Sailing Instructions will be available at registration.

11.0    RACING AREA:
Racing will be in the waters of Lake Geneva, Wisconsin.

12.0    COURSES AND PROCEDURES:
The courses and procedures will be those traditionally sailed and published in the Sailing Instructions.

13.0    SCORING:
The Bonus-Point Scoring System, RRS A4.1, shall apply. Six races are scheduled, of which three must be completed to constitute a series. A boat's worst score will be discarded if all six races are completed. This changes RRS A2

14.0    MOORING AND HAULING:
Haul-out restrictions may be imposed, which will be stated in the Sailing Instructions.

15.0    PRIZES:

15.1 NCSSA perpetual trophies will be awarded as per the class requirements.
15.2 Series prizes will be awarded to the skipper and two crew finishing 1 through 10.
15.3 Prizes will be awarded to the skipper and two crew finishing 1-2-3 in the Masters Division (over 50 years old).
