Minutes from the Regular Monthly Meeting on Monday October 20, 2003.

 

Call to order at 6:00 p.m. by Markut

 

Commissioners: Bill Markut, John Derks and Paul Schneider present. Also present was Bob Hankel, Attorney

 For the District and Bob Benson, Engineer for the District

 

Pledge of Allegiance

 

John Derks verified agenda posting on Friday October 17, 2003

 

Schneider made a motion, seconded by Markut, to approve the minutes from the September 15, 2003 regular meeting, Motion passed unanimously

 

Schneider made a motion, seconded by Derks, to approve check nos. 5408 to 5487 with the exception of 5485 which will be used next month, Motion passed unanimously, Balance on hand $3,254,486.24

 

Bob Hankel deferred the attorney’s report to items on the agenda

  

Bob Benson presented the Engineers report which is attached

 

Markut made a motion, seconded by Derks to remove the split parcel connection fees discussion from the agenda as Mr. Basso was not present Motion passed unanimously

 

Markut made a motion, seconded by Schneider to pursue legal action against the owner of w1034 Larkspur, Motion passed unanimously

 

The office remodeling to be put on the C.I.P. for 2004 and Jim to gets bids

 

Derks made a motion, seconded by Markut, to table the vacant properties services with no roadways until next month Motion passed unanimously

 

Derks made a motion, seconded by Markut, to reduce the Mann Bros. retainer from $150,000 to $50,000, contingent on Mann being in agreement with the last map that was presented to the Town and Mann Bros. concerning the overlayment of deficient roadways, Motion passed unanimously

 

Schneider made a motion, seconded by Markut to put the purchase of automated valves for the thickener tanks on hold pending more information on the electrical installation for the operation of the valves. The commissioners would like the electrical to be installed by a licensed electrician Motion passed unanimously

 

Derks made a motion, seconded by Markut to purchase a digital camera with all the necessary connection to download on to the Districts computers and to spend up to $300.00 to do so, Motion passed unanimously

 

No action was taken on the Baxter and Woodman bill

 

Markut made a motion, seconded by Derks allow purchases under $2500.00 to be put on a P.O. and be approved by two commissioners by signing the P.O. Any purchases over $2500.00 must be brought before the commissioners at the regular monthly meeting or a special open meeting. If any commissioner objects to any purchase under the $2500.00 limit, that P.O. must be brought before  the commissioners at the regularly monthly meeting or special open meeting, Motion passed unanimously

 

 

 

Presidents Report: insurance issues to be discussed in the future

 

The lakes committee will be meeting on the second Monday of the month

 

Secretary’s report: Derks asked about radios for the pump stations. Water tower now ready to be inspected and Jim will keep the commissioners informed about the date. The confined space refresher training will take place in November.

 

Date of next meeting will be November 17, 2003

 

Derks made a motion, seconded by Schneider, to adjourn. Motion passed unanimously.
