OCTOBER 20, 1997 GENERAL MEETING MINUTES

Meeting was called to order by Ed Nosalski at 7:03 PM with Ed Nosalski, Bill Markut, and Eileen Stefanski present. Also present were Diana Austin (RCAP), Chuck Sommers (Baxter & Woodman), and Kirt Ludwig.

Agenda posting was verified by Bill Markut.

Minutes of the September 22 general meeting were read. A correction was made to the September 22 minutes as follows.

Motion by Markut, seconded by Stefanski to approve the open meeting minutes. Motion passed unanimously.

Motion by Markut, seconded by Stefanski to approve the closed meeting minutes of September 22, 1997. Motion passed unanimously.

Motion by Stefanski, seconded by Markut to approve the bills in the amount of $152,808.87 to be paid. Motion passed unanimously.

The engineer's report was read by Chuck Sommers who stated that there is no list available of contractors who would do sewer and water lateral work. Most contractors are telling him to refer to the yellow pages and look for a (WI) licensed plumber and that the work and the license would be inspected by the Town of Bloomfield Bldg. Inspector. Complaints are being handled as they are made known by Baxter & Woodman. If anyone has a complaint, please contact Chuck or one of the commissioners. The roads will be left as is for the winter but the contractor will be doing weekly maintenance to ensure that the roads are in drivable conditions. The water main will be filled in December and as a result, the fire hydrants will be available to be used at that point. The water will be treated but not for human consumption.

The attorney's report was given by Kirt Ludwig. He commented on the procedures to be used on October 30 and the status of the Writ of Certiorari.

Diana Austin from RCAP discussed the community block grant program which will help, those who qualify, pay for the special assessments associated with the water project. The grant requires forty percent of the landowners return the income survey in order to legitimize the application. $500,000 - $750,000 in grant money is being pursued. The average award is approximately $500,000. Frank Chesen questioned the confidentiality of the income surveys and Ms Austin replied that RCAP will act in a professional manner and respect everyone's privacy but added that the identities need to be known to ensure the integrity of the survey.

The budget hearing for Pell Lake Sanitary District will be held on Monday, November 17 at 6:00 PM. The regular monthly meeting would follow at 7:00 PM.

Road restoration was discussed by the commissioners. The Town of Bloomfield was asked again to assist the district in planning the upgrade of roads in Pell Lake. They remain opposed to doing anything at this point and state that they will take care of the roads in a few years when everything is done and settled.

There were many comments from the floor:

Treasurer's Report - The newsletter will be out after the conditional use hearing. A show of hands indicated that the newsletter shall be named, "WATERLINES".

President's Report - Complained about the roads

Secretary's Report - Nothing at this time.

Date of next meeting is set for Monday, November 17, 1997 at 7:00 PM with the budget hearing preceding at 6:00 PM.
