When using water on lawns and flowerbeds, is that water usage also subject to the "sewer charge", even though it does not go into the sewer system to be treated ?

If yes, why?

Answer:  Yes, it is subject to the sewer service charge.  Quite simply, the reason this is done is because several years ago the district decided that it would not be cost-effective to make each homeowner install a separate meter for each sewer connection.  Due to the extremely high cost of sewer-usage meters, we like many water utilities throughout Wisconsin measure your sewer usage by assuming that each gallon of water used goes into the sewer collection system.  While this is not always the case, e.g. in the case you described above, this method of calculation is less expensive to the district because the meters used to measure sewage are much more expensive due to the nature of the material flowing through it.  While the water system is clean, wastewater will have foreign materials present that will constantly disrupt the normal operation of the meter.  In cases of extremely high quantities of water not flowing through the sewer, exceptions can be made but currently this is only done for the filling of swimming pools, etc.  In this case, there is a separate charge and depending on the size of the pool, it may or may not be feasible to call us.  You can call the office for further details about filling up swimming pools.

In conclusion, the only way to accurately charge for sewage usage is to measure it through a meter like we do the water.  However, it is cost-prohibitive to do so.  Thus, we assume that all water used goes into the sewer.  I hope this answers your question.  If not, feel free to contact us for further discussion.

Hello--- I came across your web page quite by accident. My father is named Pell Johnson, and he is a civil engineer in southern Minnesota, who has worked his entire life on sewage and waste-water treatment, as well as lake and wetland rehabilitation. Consequently I found your site strangely fascinating. Like a homage or a monument.

I think the water and sewer are great and dont see a problem with the cost considering what they are paying and will be paying in the future in Genoa City but when is the township ever going to start cleaning up some of the junked up yards and houses? That house by Saint marys' church has been an eyesore for the past three years!!!!! Instead of having your police cars (ALL FOUR OF THEM) out on highway 12 on the weekend parked one behind the other looking for speeders maybe they should be throwing some of these kids in jail that just stand around and destroy our property!

Why is it that with the copy check of the $11 million dollar grant from the State of Wiscosnin on the wall, that we have to pay soooo much to put in a system that is not needed....get charged extra to our yearly property taxes which are already outrageous for this area.....and yet with our 3month billing from the PLSD nearly half is your service fees???? In this little town...even the street sign budget was equally enough to supply a stop sign on every crossing road....and yet many of our signs are still mispelled.

Answer:  I am not exactly sure what to answer in your question.  The total project to build the water plant, water tower, wastewater plant, water distribution system, wastewater collection system and lift-stations was well over $11 million.  As has been discussed in the past, the system was needed for the overall population of Pell Lake.  The service charges are set up by the Public Service Commission (for water) and by the district (for sewer).  These charges differ in the sense that the user charges collected contribute to ongoing operational and future needs whereas the special assessments cover the initial startup and construction.  As for the "stop sign budget" and subsequent mis-spellings, please contact the Town of Bloomfield.

Answer:  Our water treatment plant is located on Pell Lake Drive.  We have no facility on Pell Lake Road.

Hi-When is the phase 3 deadline?

ANSWER:  MAY 18, 2001 is the paperwork deadline.   As in the past, the commissioner will be lenient if work is in process or scheduled by this date.

Just passing through...very informative site...it is pretty nice to see that the meeting information is posted online for your residents to view at their leisure. Do you have plans to offer a page where users can view account information in the near future? What about the annual clean water report?

ANSWER: Dear Yadda, Although this would be a great feature and online payments would be an asset as well, I do not think it is feasible at this point that anything that advanced will come out of this web site.  I do all of the updating and maintenance as part of my own 'volunteer' time and to develop a online payment system or accounting information would take a great deal of development time even if a third-party software package was available to us.  Please contact me further if you wish to discuss this in more detail.
